The European Commission (EC) wanted to ban several cosmetic ingredients identified as carcinogenic, mutagenic and toxic for reproduction (CMR).
Starting December 2023, beauty and personal care products containing any CMR substances would be prohibited from being made available or commercialized in the EU.
The ingredients used in cosmetics formulations added to the banned ingredient list include ammonium bromide, benzophenone, tellurium dioxide plus 27 others. An EC spokesperson told Personal Care Insights the proposal would be discussed further in Q4 of 2023 and voted on by the end of 2023 or the beginning of the new year.
